6 Policy Framework Comment

6.1This section outlines the policy framework of the 2RLDP Deposit Plan, which comprises Strategic Policies and Development Management Policies.

6.2The Strategic Policies, referenced SP, were published as part of the 2RLDP Pre-Deposit Plan but have been refined in response to public and stakeholder feedback. These policies seek to deliver the strategy and realise the Vision and Objectives of the 2RLDP.

6.3The Development Management Policies, have thematic references, are more detailed and aim to guide development proposals towards positive economic, social, environmental, and cultural outcomes, while minimising negative impacts. They include policies that allocate land for specific uses, with these allocations being identified on the 2RLDP Proposals Map, as well as policies to safeguard land.

6.4The policies have been broadly arranged into the four themes of Planning Policy Wales:

Strategic and Spatial Choices – Strategy, Well-being, Climate and Nature Emergencies, Placemaking
Active and Social Places – Housing, Transport, Retail and Commercial Centres, Community Facilities, Leisure and Recreation
Productive and Enterprising Places – Employment, Tourism and Visitor Economy, Digital Infrastructure, Energy and Decarbonisation, Minerals and Waste
Distinctive and Natural Places – Landscape, Nature and Biodiversity, Green and Blue Infrastructure, Development in Open Countryside, Historic Environment

6.5The policies are interconnected and should be considered collectively to fully understand the direction of the 2RLDP.
